Solvable but requires a studio to not be frozen by analysis paralysis. 1) 20 episodes per greenlight. 2) Greenlight a new season based on gut belief in it, not based on waiting until numbers come in. This was TV for decades. Movies you can wait around for numbers, TV you can't. They're different.

Modern execs are treating this like a revelation and not a problem that they invented. Studio heads are now so inept and craven that they will not greenlight a season 2 of almost anything until they have comprehensive viewer data - this alone creates a 2 year gap in seasons.
