If there is agreement on the S-400, the six Turkish F-35s will need a maintenance overhaul and, I believe, a software upgrade. I assume they're in Type 2000 storages and in hangars. They would then be sent to Ebbing in Arkansas, which is where FMS F-35 operators are trained.

It’s just a reminder: no Turkish pilot finished the F-35 B course so even if there is a breakthrough on the orphaned six jets, no one is around to fly them home. They’ll be staying put. When this began TuRAF had begun the B course at Luke and maintainers were at Eglin. They got sent home.
Trump has maintained since 2017 that CAATSA is an Article II violation of the Constitution. CAATSA is not explicitly the reason for the banning of the transfer of the six orphaned F-35 jets. Section 1245 of the 2020 NDAA is the explicit reason for the export ban. Trump can't waive CAATSA
CAATSA -- I repeat - have nothing to do with Turkey, other than Turkey decided to test the 2ndary provisions (along with China BTW). They aren't sanctions Trump can lift solo.
The language about Turkey and F-35 is often muddled. Precision is important: 1) a Turkey was a tier 3 partner in the JSF consortium, meaning it had $12 billion in contracts for part production and could sell weapons that were built for integration (SOM-J). It paid $125 million for this & then
