SO much to unpack but let's start with: "dealing effectively with large crowds"...if people weren't kidnapped off the streets & sent to concentration camps w/out due process before being shipped off to torture prisons or plunked down in the middle of nowhere YOU WOULDN'T NEED TO CONTROL CROWDS.

We've seen seismic readiness and placemaking maliciously bundled to capacity projects on IBR, rose quarter, and Abernathy bridge projects. Maintenance should be maintenance, not bundled to other things in effort to greenwash them.
