If one wanted to be a conspiracy nut, one could speculate that Trump's boss told him to deplete the missile inventory so that the US would be weak should something new happen. Yes, it's batshit crazy, but so may be Trump, and we appear to be living in an alternate or parallel universe without sense.
As a former 911 terrorism analyst, here is my take. Iran has all the cards. Our bases are destroyed and our missile inventory is mostly used up. Ironically, Iran had agreed to our demands when Netanyahu talked Trump into killing their leaders including the ayatolah who opposed a nuke.
