Hot Pursuit 2 not getting exported to Japan in any form is really strange. The PS2 version got English-only builds (NTSC-U, region code changed to NTSC-J) for South Korea and Asia-ZH markets, plus the PC version of the HP2 demake includes a Korean translation and was even released in mainland China

Like this is SO weird. How did EA bother going through the mainland China video game approval process and see it through to release, yet the game somehow never reaches Japan officially???????

It's common for import shops in Japan (particularly Akihabara) to import general Asia-ZH and SK releases to sell for cheaper than domestic ones. Those regions used NTSC-J region code for games, so I'm sure plenty of NfS fans there went that route to play HP2, albeit untranslated
