![Representative Edwards knew or had reason to know that Staffer 1 and Staffer 2 were
uncomfortable with his conduct at least as early as May 2025. At that time, a senior staffer spoke to
Representative Edwards on behalf of both women. The senior staffer testified that Representative Edwards
“got very angry” and said she “didn’t understand the unique relationship” he had with them.36
Representative Edwards testified that the senior staffer “said that some of the staff were resentful over my
relationship with [Staffer 1] and [Staffer 2] because we exchanged gifts and because I did not ask [them]
questions in our staff meeting like I asked other members of the team.”37 Following the conversation, he
said he was “more aware of how the staff might be reacting to my relationship with [them]” but did not
appreciate that the senior staffer was expressing discomfort felt by the two women themselves and
continued his behavior.38 Instead, the Committee received evidence that Representative Edwards blamed
other staffers for “getting in the way” of his relationships with the two women, and that he would attempt
to “guilt trip” the women when they attempted to draw boundaries.39 Both Staffer 1 and Staffer 2 left
the congressional office due to the conduct described above, although they provided other
