As of July 19th update, the Nino 3.4 sea-surface temperature is now more than 3.7 standard deviations above the 1991-2020 mean. With the warming just getting started, this El Nino is still in charted territory, but just barely.

Note that the cuts are also accompanied by cuts to climate science at the Australian Climate Service (60% - money moved from climate science to ACCENTURE consultants) and 50% cut in NESP climate. Not to mention no money addressing the huge risks identified in the National Climate Risk Assessment.
