Do cis people understand that these laws effectively are forcing trans people to use the bathrooms that *don't* match their gender identity and presentation? That this will make them a target for not just mistreatment but violence?

I fundamentally do not know how to square the politics whereby Democrats will essentially have to tell the American people that because they (the voters) made an extremely stupid decision, they need to lower their expectations substantially for the foreseeable future, but here we are.

No, the US military did not do this at all, if anyone actually bothers to read the actual NTSB preliminary report. The flight crew (and others) were having issues and were telling it to the controller, the supervisor requested that jamming be turned off, and the military turned off the jamming.
