Most models in Mercenary don't have a self-movement ability on their card. And they don't need one, they all have Battle Tempo, and to have even more movement would be improper. Ella Mae Chesterfield cares not for propriety. All going well she can activate, move 22", then make *two* 3 dmg attacks.
