THIS IS AN UNHINGED CONCLUSION.

His point: Rural America literally projects its own woes onto Urban America. Cities have relatively high populations of "undesirables" (e.g. homeless, addicts, etc.) because people FROM rural and suburban areas whose families or governments won't or can't take care of them migrate to cities.
