The problem IS Central Government and the fact that it does not do ANY of the things it is supposed to do. In the 70's it OWNED all the Essential Services. Now it doesn't even regulate them in the slightest. This plan aims to get rid of Central Government, leaving billionaires free to do anything

Andy Burnham's plan is even more Thatcherism. He plans to reduce Central Government to a joke while giving Mayors a share of their local Income Tax which will further embed poverty by reinforcing the divide between the Rich and the Poor areas of the UK.
