In the present day democracy really is a sham. Our (as in the general electorate) opinion doesn't really matter. Its all about what the donors and capitalist class wants, and they will find some way to push through even the most unpopular policies as long as it benefits said class

So when governments say "but the ultrarich might leave the country", we should respond, "mission accomplished then." Get them and their ill-gotten gains out of our politics and out of our hair. And hopefully, with global measures, out of everyone's.
