A colleague received bad news from her NIH program officer today: my colleague’s grant got a great score, but NIH still can’t pay it, and my colleague will have to closer her lab. The call ended with the program officer (not my colleague) crying. Awful on so many levels.

Am I reading this right that the penalty for using LLMs is a 1 year ban for all authors and then a permanent submission ban for papers that haven't been peer reviewed? That feels like a permanent ban given arxiv is a preprint server. There needs to be action but not sure this is proportionate.
