Quick hit on this (more in thread): “Now we can do Y for the first time” works best for a new tech, because there’s a set of cases where the conceptual framework is mature and tech limits hold us back. But that’s not all the most exciting science; advancing concepts is often what we want!
In my opinion, many of the most compelling grants could be summarized as “everybody has always wanted to do this, but because X changed, we are now able, for the first time, to do it.” X might be a technology, a dataset, a technique, a new analytical framework, likely other examples.
