Ugh, this is so disappointing (but not surprising). International postdocs make up a huge chunk of US science, and the K99 is pretty much the only federal grant they can apply for. No Ts, no Fs. If you want to welcome the best and brightest from around the world, let us compete for funding!

I am hearing this from many program officers, but NIH has yet to make an official statement to my knowledge.
