There is simply NO precedent for the City having to convert parking to loading through Council ordinance rather than fiat. A business could start up on Spruce/Pine tomorrow and apply for a loading zone and would be granted by right. Braindead judges

But the world is designed so that “driver” becomes our primary subjectivity and supersedes our other identities.
