For the first few months of Trump 2.0, ICE largely kept up business as usual, albeit with a manpower influx. Stephen Miller did not want that. So in May 2025 he called the heads of all ICE field offices to DC and screamed at them to raid Home Depots instead. The LA raids started two weeks later.

“Miller came in there and eviscerated everyone. ‘You guys aren’t doing a good job. You’re horrible leaders.’ He just ripped into everybody. He had nothing positive to say about anybody, shot morale down,” said the first official, who spoke with those in the room that day.

“Stephen Miller wants everybody arrested. ‘Why aren’t you at Home Depot? Why aren’t you at 7-Eleven?'” the official recited.

One of the ERO officials in attendance stood up and stated that the Department of Homeland Security and the White House had publicly messaged about targeting criminal illegal immigrants, and therefore, ICE was targeting them, and not the general illegal immigration population.

“Miller said, ‘What do you mean you’re going after criminals?’ Miller got into a little bit of a pissing contest. ‘That’s what Tom Homan says every time he’s on TV: ‘We’re going after criminals,'” the ICE official told Miller, according to the first official.

Stephen Miller in 2023 pitched “indiscriminate, or large-scale, enforcement activities ― involving basically going into any place where there’s known congregations of illegals and holding everybody on sight, determining who’s there illegally, and then taking [them into custody.]”

The Trump admin has arrested and detained tens of thousands of immigrants who are legally working while they await a decision on their status through the U.S. government's bureaucratic and backlogged immigration system. It's legal, but totally senseless; an effort to hit quotas.

Trump on the White House: "If anyone ever decides to come and start knocking down walls, call me wherever I may be, and I will make sure it never happens, okay?" (The East Wing could not be reached for comment)

The clearest signal from Trump at the moment is the lack of any signal. His public comments have ranged from resigned to cooperative to boasting. It’s one of the few times we’ve seen Trump seemingly unable to figure out how to react. It seems to apply to the whole White House.
