I think the government has gone about this in the wrong way. No case to legislate so quickly. (if the govt thinks there is potentially a case for change). Much better to set up a review (Royal Commission even), debate the options with the public and then construct a package

Smoking has been steadily declining in the UK for decades and will likely soon be <10% of all adults. Hard to take seriously the hospitality lobbyists claiming that a beer garden ban would have anything other than a very marginal impact on the industry
