Why can't LA build more affordable housing? Well, you see, because a building located in an R5(CW) zone shall not cast a shadow on a lot located in the R4 or R5 zone for more than two hours each day between the hours of 9AM and 3PM on the Winter Solstice and 9AM and 5PM on the Summer Solstice.

A corrective comment from a zoning review for a 100% affordable housing project in Los Angeles that reads, "BUILDINGS OR STRUCTURES ON A LOT LOCATED WITHIN THE R5(CW) LAND USE CATEGORY SHALL NOT CAST SHADOWS ON A LOT LOCATED IN THE R3 OR R4 ZONE, OR THE R4(CW) OR RC4(CW) LAND USE CATEGORY FOR MORE THAN TWO (2) HOURS EACH DAY BETWEEN THE HOURS F 9 AM AND 3 PM ON THE WINTER SOLSTICE AND 9 AM AND 5 PM ON THE SUMMER SOLSTICE. THE PROJECT APPLICANT SHALL SUBMIT A SHADE.

I know America can build things quickly and efficiently because we do it for cars all the time. The slow, arduous permitting and construction processes we have for public transit, bike infrastructure, green energy, and housing are a policy choice that we are free to stop making whenever we want.

This is true, but another example we cite in the book Gov. Josh Shapiro's response to the I-95 collapse in Philly. A fix was supposed to take months, but he declared an emergency, got all hands on deck and reopened it with a temp lanes after just 12 days.

Within 7 years, ADUs are already at about a third the scale of owner-occupied condos nationally (1.6M vs. 5.4M). If we can make ADUs a real homeownership pathway, that's a meaningful chunk of new homeownership supply.

In a lot of ways, the environmentalism of my parents' generation didn't ask anyone to sacrifice anything. People still drove (but it was a Prius), lived in the burbs (but with a beautiful garden), bought supermarket food (but bought organic). It was an aesthetic choice as much as anything. 🧵
