Starmer seems to believe that his problems come from saying the wrong words at the wrong time or possibly the right words but in the wrong order. Like someone who wants to end a family argument by appeasing their loved ones but without changing any of their behaviour.

A prime minister, two years in, should be making policy arguments about what he has already done, why those policies will bear fruit, not positional ones about what he said in the past and what he plans to say in the future:
