"But the handicapped need cars!" No, what they need are options in mobility. The tech exists to enable their freedom of independent mobility, but almost always what is lacking is the enabling infrastructure. Bike lanes and quality sidewalks serve everyone.
Imagine in any sane world where the leader of a nation says it's okay if 2 of it's major cities gets destroyed and millions of lives lost, but it's fine, because it's a "small price to pay."
