I think you're going to have a difficult time convincing families with young children to give up car culture and take more public transit if you also refuse to police behavior on the public transit and in the transit centers. Yes, people doing drugs in those places is a turn-off.

My son has now seen all the 80s/90s Batmans and the Nolan ones and I asked his favorites and he said BATMAN FOREVER and THE DARK KNIGHT RISES, a take so nuclear Batman showed up and flew it to the bay and blew it up and faked his own death over it.
