In all honesty I’d just give all this land to First Nations tribes and let them build whatever they went and then have them gift it to the affordable housing developers. Will cut time and shave costs.

Most valuable lesson that I ever learned was that Libel Insurance is REALLY worth the premium. Those bills add up fast enough that being "right" isn't really relevant. Trust me, seeing the other guy (it's ALWAYS a guy) run out of money first is delightful.
