Scoop: For nearly a year, NSF has struggled to make new grants. Now we know that it will not catch up. In fact, NSF will award just 6,100 new grants—a 30% y/o/y decline, itself down from a previous avg. of 11,000+. In fact, the last time NSF awarded so few grants was in the early '80s.

These ratio outcome variables are a plague in the sciences. If your analysis treats 1/2 and 10/20 as the same evidence, then you have discarded uncertainty in the outcome. Model what you measure, not what you construct. Use the denominator as an exposure instead.

The study is based on the CD index, a citation-based measure of how much the successors of a work still rely on its predecessors, running from -1 (consolidating) to +1 (disruptive). Key detail: a paper with zero references automatically gets CD = +1 as soon as it is cited once.

The CD index aims to rely the successors of a given work to its predecessors by counting how many citing papers still refer to the references of a given work. In case zero references and at least one citation, the measure defaults to +1.
