She’s misleading people. Wab Kinew explained to her publicly the established legal requirement when a duty to consult is required and who that duty falls on, back on May 26 at the 1st ministers meeting. Governments don’t do anything without talking to lawyers - she already knows. It’s all a show.

In other words : the premier deliberately kept the separatist effort alive to have policy leverage over the federal goverment (e.g., pipelines) even though the uncertainty it causes guarantees economic harm in other economic sectors.
