We have started work on City Plan 2040 which will be our next local development plan after City Plan 2030.

There are several stages that we need to go through as we prepare City Plan 2040.
Evidence Report

The Evidence Report is the first stage of the City Plan 2040 process. We have completed our Evidence Report and it was approved by Planning Committee on 3 June 2026 and agreed by Council on 25 June 2026. It will be submitted to the Scottish Government for ‘Gate Check’ who will decide whether we have sufficient evidence to start to prepare the Proposed Plan.

The Evidence Report contains 26 topic papers on a range of subjects and 17 Place Profiles for the different wards within the city. It sets out implications for the evidence that need to be considered for the Proposed Plan.

You will be able to view the Evidence Report here shortly. In the meantime, you can see it via the Planning Committee papers here

2030 Climate Strategy
Edinburgh’s 2030 Climate Strategy was approved in 2021. It sets out the steps that
Edinburgh will take to tackle the challenge of climate change and achieve the aim of
becoming a net zero city by 2030. The Strategy is guided by seven core principles:
• Just transition
• Progressive policy
• Adapting to unavoidable climate change and preventing future emissions
• Reducing our global footprint
• Fabric first
• Electrification first
• Creating 20-minute neighbourhoods.

One of the Strategy’s visions is that it will create resilient places and spaces for low-
carbon living, underpinned by putting in place new planning policies that enable net
zero, climate resilient growth through a new local development plan.
To achieve its aims of tackling climate change and achieving net zero by 2030, the
Climate Strategy includes seven priority actions and a series of wider actions. These
actions include measures that encourage increased net zero emission transport by:
• Investing in active travel
• Developing integrated public transport
• Decarbonising buses
• Improving local air quality
• Better management of the city centre
• Supporting public sector transition to electric vehicles
• Delivering electric vehicle infrastructure
• Engaging with citizens.

Spokes traffic count May 2026: Bikes up everywhere!

Our regular May traffic count, at Lothian Road and Forrest Road, found bikes up everywhere: northbound and southbound, morning rush hour and lunchtime. With car numbers fairly static compared to last year, bikes rose to 19.2% of all vehicles in the morning and 12.3% at lunchtime, our highest post-pandemic figures. At Forrest Road, morning bikes formed 31% of all northbound vehicles, almost one in three.

Parallel counts by Spokes Porty members found the highest ever number of bikes during both time periods, whilst analysis of automatic counter data by Edward Tissiman (below) has found substantial 2026 bike use growth on Leith Walk.

Interestingly, car single-occupancy in our central area count fell to its lowest ever level, although that was not the case at Portobello.

The race for Paris: Why France’s capital has likely gone green for good
France

With France preparing to vote in the first round of the municipal elections on Sunday, Paris has become a battleground between left- and right-wing forces fighting to shape the capital’s future. But while conservatives once fought tooth and nail against the left’s dream of a city of more trees and less traffic, a look through the rival programmes suggests a greener capital is here to stay.

For the outgoing administration of Socialist Mayor Anne Hidalgo, the fruits of the city’s green transformation brook no argument.

Carbon emissions have dropped by almost a third since 2004, and major air pollutants by half over roughly the same period. A city known for its densely packed Hausmmannian apartment blocks has witnessed the planting of some 150,000 trees since 2020 as of March 2026 – though almost a third of these have apparently been replacements for those struck down over the years.

Perhaps the most obvious change, to visitors and locals alike, has been the heavy reduction in the amount of traffic heaving its way across the city: the number of cars in circulation has dropped by more than half since 2004, largely due to a series of policies by the city’s Socialist mayors to prioritise pedestrians and cyclists.

Nowhere does this transformation feel more complete than along the banks of the Seine that carves the city in two. More than a decade ago, Hidalgo’s predecessor Bertrand Delanoë banned cars from the winding river’s left bank for the first time since the 1960s.

The measure was fiercely opposed by the city’s right-wing opposition – including the mayor of the wealthy 7th arrondissement, Rachida Dati, who polls now put within striking distance of the Hôtel de Ville. In the years that followed, Dati and her allies continued to campaign against the pedestrianisation of the river’s right bank, the Pont d’Iena and swathes of the city centre.

Today’s Dati, by contrast, is unrecognisable. Preaching what she calls a “pragmatic environmentalism”, she is running on the promise to preserve Paris’s 200,000 trees, enrich the capital with 500 new green belts and create “oases of freshness” by stripping away asphalt in favour of grass-lined cobblestones. Above all, she says, she will put the Parisian pedestrian “at the heart of her campaign”.

Staying on track for transport

Our public consultation on our plans to expand the tram network from Granton to the BioQuarter and Royal Infirmary ended last month, with 11,500 residents and businesses giving their views, alongside around 1,500 who attended in person drop-in sessions. A great response that illustrates just how much public interest there is in the project.

These results will now be examined in more detail and will form part of the Strategic Business Case to be considered by the Transport and Environmental Committee next year. There is, of course, much work still to do to develop that case, and to seek the funding we need to progress with the project, but I very much hope that our discussions and decisions are driven by the future health and prosperity of our city and its residents – not by short-term political point scoring. The challenges we face as a city are too great to ignore and I firmly believe we owe it to our future generations to act now.

Staying with sustainable travel, our trial cycle hire scheme continues to go from strength to strength. Since going live at the beginning of September, we’ve seen over 75,000 individual trips by nearly 14,000 riders, covering over 200,000 kilometres. We’re now looking to the south of the city and phase 3 will see over 500 Voi bikes on our streets later this week.

Finally, I was delighted to see Lothian Buses win ‘City Operator of the Year’ at the UK Bus Awards last month – testament to the excellent service they provide to our residents and visitors each and every day. Congratulations to Sarah Boyd and her team.

When you imagine a top footballer pulling up to their club's training ground, the mode of transport that springs to mind is a luxury car. You would not anticipate them arriving on a bicycle.

But Real Betis defender Hector Bellerin is not the archetypal player. He prefers to arrive at the team's base in Seville using more sustainable means than most - riding a bike or taking public transport.

"It would be easier to take a cab. I know I'm privileged, but it's more of a revindication. We need greener cities, with fewer cars," Bellerin says.

The 30-year-old is passionate about trying to live a more sustainable life, something he shares with his 3.7 million followers on social media.

And on Monday he was named global champion at the BBC Green Sport Awards.

Tram Granton to Bioquarter – initial Spokes thoughts

With the consultation underway, we are publishing some initial thoughts from Spokes and welcome any feedback. You may also wish to consider our points in your own consultation response.

Basically, Spokes supports the principle of the tram, but we have identified some problems and some missed opportunities on the integration of cycling. We urge a fuller treatment of cycling in the forthcoming stage of more detailed planning, and we urge that complete details on cycling provision are included in the next round of consultation.

Decision criteria

In all decisions on the tram project, Spokes considers that the following criteria are crucial..

Traffic reduction. Traffic reduction is a major factor in positive cycling, wheeling, walking and living conditions throughout the city, and a major contributor to desirable outcomes on congestion, public health and climate. Thus decisions, such as in the Bridges corridor, must have traffic reduction as a top objective.
Improving cycling conditions. Every opportunity should be taken to improve cycling conditions – for example, if the Council selects the Roseburn route the project should incorporate a new active travel bridge over the mainline railway
Not worsening cycling conditions. Our biggest concern from the tram project is dangers from onroad tramlines where the layout neglects proper consideration for cycling safety. This is a major concern in the Bridges and also in the sections at Orchard Brae and from Granton to Crewe Toll.

General points relevant to the scheme as a whole, or all areas

Bike carriage on the trams – Edinburgh was (and, we think, still is) a pioneer in the UK in catering for, albeit this is fairly common in many European and US tram systems. With the planned tram extensions, including eventually over long distances into the Lothians, it is vital that the policy continues and, in particular, that the design of further tram vehicles continues to enable this.

City Centre to Bioquarter

Top issues
The section through North and South Bridges is of extreme concern, with no cycle provision, new tramlines and continued through traffic on a road where width is at a premium. The project should include a bus gate (as was planned, though never implemented, as part of the Covid proposals) potentially single track sections and fully segregated cycle provision.

Crewe Toll to City Centre, via Roseburn corridor

Top issues
The Council is to be congratulated on modifying the project north of Roseburn bridge to single track, and with battery running, enabling a 3m+ active travel path (with one pinch point). This follows the instruction to the tram team by councillors at the 1.2.24 Transport Committee, for which we again thank all members and others who contacted councillors at that time.
However, south of Roseburn Bridge, to Russell Road, there is a lack of clarity, and indeed contradictions, in the consultation materials – see these clarifications from the tram team, the Roseburn bridge cross section, the path cross section, the artist impression and the map view. Further investigation is essential, with a firm intention to continue the 3m offroad path through this section.
The tram project should incorporate a 3m active travel bridge over the mainline railway, thus providing a level offroad path from Leith right through Roseburn to Dalry and Fountainbridge. This bridge is included in the Council’s Mobility Plan, Active Travel Delivery [page 43]. To forget it now, with major earthworks likely for the tram project, would make a mockery of these intentions. Whilst costly, the cost would be lost in the overall tram project.

Crewe Toll to City Centre, via Orchard Brae

Top issues
The onroad tramlines, combined with traffic pressures, including at several junctions and narrow sections, present a major hazard to cyclists, given the absence of segregated provision. Indeed, the current proposals actually remove existing segregation, presenting a situation similar to the first tramline. The Council needs to provide detailed plans of how these dangers will be averted if this route option is chosen.
CEC should give consideration to single-tracking on Dean Bridge rather than stating “cross-section prohibits segregated cycle provision”.
