There is a psychological phenomenon called the "just-world bias" that causes humans to victim blame. Essentially: this person must have done something to deserve bad thing happening to them, because if they didn't, it could also happen to me. (Wrapped up in "disability = bad" thinking, of course.)

Christ, this has triggered a memory... Many years back I was using a wheelchair (and struggling! and in lots of pain!) - a woman pointed at me & said to her child, "That's what happens if you don't look before you cross the road." People really will make *any* visible disability your own fault.
