I oppose the Healthy Futures (Pae Ora) Amendment Bill and ask the Select Committee to recommend the Government abandon this Bill.
The Bill removes equity principles from the original Act; repealing the health sector principles and the New Zealand Health Charter, some of which are as follows:
the health sector should be equitable, which includes ensuring Māori and other population groups—
(i) have access to services in proportion to their health needs; and
(ii) receive equitable levels of service; and
(iii) achieve equitable health outcomes
This removal undermines Te Tiriti, and also does so by removing the requirement for tikanga and mātauranga knowledge on Te Whatū Ora’s board.
This action also gives the Health Minister greater control of board appointments, now requiring “the Minister to appoint only board members who, in the Minister’s opinion, have the appropriate knowledge, skills, and experience to assist the board in performing its role.”
These changes work may be better for the current government, but if anyone has read The Handmaid’s Tale recently, you may recall the line “Better never means better for everyone... It always means worse, for some.” The New Zealand public not receiving equitable healthcare might be an example of what worse looks like.
The Bill also clarifies “that the objective to promote health and prevent, reduce, and delay ill-health involves Health New Zealand collaborating with private healthcare providers.”
This unequivocally opens the door to privatisation of public health, a move that in the UK has resulted in increased inequity and avoidable deaths.
