LifeLabs BC is owned by a FORTUNE 500 AMERICAN COMPANY. We should not have all the diagnostics work in BC being handled by an AMERICAN company.

This use of "feasible" by traffic engineers drives me insane. Renovating your kitchen for $1k is not feasible. Building a bicycle-powered helicopter is not feasible. Deciding that safety is more important than delay is not a matter of feasibility, but a policy choice.
