Further lesson - which looks like Andy B absorbed: whips when used correctly are collectors of intel re voter reactions, which can improve policy and prevent political damage. As per winter fuel, PIP reforms, etc. if whips used purely as No10 enforcers, this fuels rebels, esp. with large majority.
This is the nuanced point about whipping: the problem is often with the leadership, not the whips. A good whipping operation tells No10 "this issue is a real problem, that idea won't fly". It's very rarely about telling MPs to vote one way "or else".
