Trans people are simultaneously a tiny minority who can be safely ignored and an all-powerful voting bloc that can swing elections. I seem to recall someone saying something about an enemy that is simultaneously strong and weak, but it's probably not important.

It's a tactic they use with a lot of topics that Republicans want them to push that voters aren't prioritizing. It sets Dems to explaining, and then narrowing it down and specifying, wasting time and getting cornered with controversial remarks that take flight. Many Dems finally figured that out.
