I generally think every planet/moon should be treated like a strict nature preserve, only allowing the absolutely minimal human impact necessary to support scientific investigation. e.g. landing a careful scientific expedition on Mars but definitely no sustained human settlement

Stott and Bohm could end up back at their normal positions if subs are needed. Arraez could play first if needed. There are no rules.
