Saw this come up and this is really a misunderstanding of what the annona (the Roman grain dole) was and was for. Grain distributions in Rome were only for citizens, but also not for all citizens (they covered ~1/4 of the populace and not necessarily the poorest quarter). Not a welfare program. 1/
