This idea that private capital runs everything in the most efficient way is so deeply ingrained in people but it's demonstrably false. The function of private capital is to extract profit, and they're not particularly good at that in a lot of cases.

What a meaningless question. More efficiently than what? Than a non-profit with experience operating infrastructure? Than an investor with no experience operating infrastructure? Than a random person plucked off the street? It's a question that's so incomplete as to mean nothing.

There's also a ridership study as part of this work. Nothing like this has been done before and it's different than the 2018 high-level costing study for the entire E&N line. So while the Feds didn't announce funding the revival of the line, this is a *major* vote of confidence for the project.
