There is no such thing as one schooling system. There are myriad systems at play and often in tension.
I think the idea that the UK's current schooling system is really excellent and that its exams-driven testing model is 'rigorous' is a perfect example of a country eagerly marking its own homework, using criteria it made up for itself.
My position on this is that given current constraints, the system is good but could be improved a little. To improve the system more significantly would take resources that there isn't a political will to reassign.

This is a reasonable response. But Nick is falling into the same trap of talking about this as if there is one system at play. There is no such thing as “the education system”. There are systems within systems at play and often several of these systems are in tension with each other.
