When I was a kid we “only” qualified for the reduced lunch instead of free lunch program because the child support my father wasn’t paying still counted as income. Sometimes I was too terrified to ask for lunch money, so I didn’t get to eat. Charging for lunch in public schools is ridiculous.
I'll have a post on this later, but Saka gave a righteous speech about his own experience as a kid on free/reduced price lunch in which he spoke about the administrative burden of applying for such, yes, MEANS-TESTED programs and the fact that many kids who qualify by income aren't enrolled.
