One of the core political fights of the 19th and early 20th centuries was over ehether or not corruption should be a normal part of how the government conducts business. This is not taught very effectively at the high school level. Most Americans just don't know.
A core reason why you need to enforce anti-corruption rules at the top of government is because they set the tone for everyone else. If the leaders of the federal government are blatantly, wildly corrupt, everybody else looks at that and goes “so why should I follow the rules of they don’t?”
