Kids today don’t know that there used to be a whole genre of comics and films that were just young-woman-on-sexual-journey-travels-the-globe-to-destroy-as-many-dicks-as-possible and that these were treated as art.
It's like one of the coolest parts of being a newspaper cartoonist tbh. The effect can easily be replicated digitally, but nothing beats seeing it naturally in the funnies.
The reason why this happens with newspaper comics is because the black and white drawing layer and the color layer are two completely separate files and get printed one over the other. Sometimes something will get misaligned in the printing stage, thus causing the "color offset" effect.
