I spent years on my university's IRB. 98% of researchers are basically ethical, and the IRB process is a frustrating layer of bureaucracy. 2% of researchers are war criminals, and what they're prosing to do is *shocking*. The bureaucracy exists because there's no way to tell in advance who's who.

I think the notion of "limited cognitive resources" has been expanded too far and to our detriment. "Cognitive resources" includes a lot of things. Not all of them are not like a water reservoir where the boundaries are fixed. We can enlarge them. We appeal to limitation to justify being lazy.
