I'd point out too that a) every dollar spent on food and medicine is a dollar not being spent on coups and black sites and b) running food and medicine delivery programs attracts people to federal careers who want to run programs like that rather than people who want to run black sites

There's a reason that the UK inquiry into child sex abuse in institutions didn't cover NI and we got our own, without the power to compel witnesses. That reason is the UK government being complicit in decades of sexual abuse against boys and girls in Northern Ireland (and the south).
