It's simple math: Archer had four lanes, so we added six more lanes about a mile away, and if now we can't swap out one of the original lanes for bikes because Archer is still congested, what did a 125% increase in capacity actually get us?

It’s both true that there are a lot of inefficiencies, and that they manifest in money, time, and quality of services; and that it’s not really the case that there’s a big meaningful chunk of the budget that can just be cut without affecting services.
