Multiple things are true here. This is a fascist, authoritarian administration. It has not yet fully consolidated power. Some of its efforts to do so have been frustrated. Trump is a doddering, confused egomaniac who started an unpopular war that's costing everyday people a lot of money.

Dear Islamophobic media : every Muslim Egyptian has a relative who identifies with the Muslim brotherhood. They were literally in office pre Sisi reclassifying them, in an act of authoritarianism, as a “terorist” group after jailing the literal president who was … you guessed it… Muslim brotherhood.
