The first year of the cost shift is based on error rates in fiscal year 2025 (the data released today) or 2026, giving states virtually no time to reduce errors. The 2025 error rate largely reflects mistakes that occurred long before H.R. 1 passed 9 months into the fiscal year.

Unemployed people going longer without finding jobs is especially concerning in light of H.R. 1's SNAP cuts. Under H.R. 1, many more low-income adults can only receive 3 months of food assistance unless they can document enough work hours — but looking for a job doesn't count.
