WM A FAILURE IN GOVERNANCE. In 2025 Harbour Energy (HE), a major contributor to the UK Treasury, paid in £1.2 B. In 2020, WM set a £37 B budget to produce a (failed) Test and Trace system. That's 30 years of HE's contribution. WHERE DID THAT MONEY GO? WHO NEEDS TO BE ASKED?
