This may be true of others but I actually got express permission from the trans community to keep NYT games and recipes. I also have a news subscription, which is arguably worse, so I had to specifically send in a written request. Took 30 days but I got approved.

Certainly in local transit and housing politics in the US, "pilot program" is code either for "we're kicking the can on this obvious idea everyone else has done for 20 years" or "here's the Stupid Gadgetbahn™®© that the dumbest 7 councillors support"

Now I'm less Angry on the Internet I do think that part of what's happening is that people are not actually used to a healthy political culture wherein you do a pilot scheme to see if something works and discuss its comparative merits. They're used to excuses for inaction and bad faith quibbling.
