Moving this discussion out of Gavin's replies. NOAA is about to update their precip frequency atlas to account for global warming non-stationarity (more rain!) In practice, what difference might that make to infrastructure design, insurance, legal compliance, etc? DISCUSS!

Another important point is that NOAA should be releasing Atlas 15 (modulo Dept of Commerce shenanigans) soon. Atlas 15 does allow for non-stationarity in precipitation distributions, for both current and past precip (Volume 1) and future precept (Volume 2) water.noaa.gov/about/atlas15

Here is a map of the magnitude of non-stationarity in 100-year storm. How much wetter have 100-year storms been getting. And a distribution of how what is now a 100-year storm under Atlas 14 would be reclassified under Atlas 15 (for present day, and 1.5C). 2/

More importantly, those defenses that you built at the 100-year design standard based on NOAA Atlas 14? If you look at the map, east of the 100 meridian that design standard is probably about 20% too low for what Atlas 15 will say is a 100-year storm TODAY. 5/5
