I get your point that it was the thrust of the No campaign, but it seems like those referendums failed because the government didn't make a strong case for regional assemblies; in NE in 2004, 67% of Newcastle voted against an assembly based there compared to 76% in M'boro & 75% in Sunderland
Coming from Yorkshire, I largely agree with the 2nd & 3rd points but not the 1st. In my experience, "Northerners" have something like a sibling relationship, where we'll call each other's towns shit/make fun of words for bread roll/argue over music whether Manchester or Leeds has better music...
