You can't just shout "WAFFLES!" at people giving you direct feedback that the delta between your words and actions are making your priorities unclear. Your actions will speak for themselves. Make sure they say what you mean. And make sure you do, too.
But: 1. You do actually have to deal with the one who started it. If you leave hate speech up and ban all the rude responses, your policy is that hate speech is okay and rude responses are not. The purpose of a system is what it does. 2. You have to be clear about what behavior is unacceptable.
And sure, yes, "we don't care what the other person said; you can't say 'go fuck yourself' here" is a rule you can have But if you enforce that more zealously than you enforce rules about hate speech that folks said "go fuck yourself" in response to? People will draw conclusions about your values.
When you say "we don't allow dogpiling" without distinguishing between those two scenarios, you're not making clear rules that contribute to respectful discourse.
