Better still, the sentencing council. If lengthy disqualifications were baked in, then the expectation could move from 'but disqualification hurts rehabilitation' to 'disqualification protects everyone including the offender'.

The worst possible outcome to somone just trying to get to where they needed to go. Every road fatality is one too many. Unfortunately we are still no where close to achieving #visionzero in Oxford.
