The problem isn't about getting magic words into the law, it's getting millions of Americans & Congress to care about the load bearing structures of our country & the world we live in. So much is taken for granted for so long that it is torn down because people forget why it matters.

Thought experiment: what do you think would happen if your local police chief announced that henceforth, they would be shifting the majority of their resources to crack down on underage drinking. Three things would logically follow:

One of my party facts is that according to polls, Americans believe foreign aid is about 25% of the federal budget and on average that it *should* be about 10%. The actual number is less than 1%. Foreign aid has long been a boogey man of the right, so it's not surprising they're vilifying it now.
